Gpu under usage

While emulating I found out my gpu usage are only 30-40%, while cpu sits still at 100%
It is affecting performance negatively. If some code were moved to execute on gpu, instead of cpu it would mean a significial efficency gain for some users.
I wonder why so much is relied on a processor while most of gpu's are far stronger.

Emulation is CPU based and will always be.
RSX work is already being offloaded to the GPU.

Not to mention when we can render at higher resolution that will give the GPU more work to do without affecting CPU usage much.
