My graphic card is up to date. Have all the latest drivers. Just downloaded rpsc3 latest version. But in GPU configuration I only have OpenGL, Null and D3D thing. No Vulkan. How can I add Vulkan as a renderer? Do I need to download something extra?

You need to reinstall your drivers with DDU, your Vulkan system entries are broken
