Alice Madness returns, stuck after logos play

after the logos play, my game just stops at the start menu with 0.99 fps and continues to loop the start music
nothing i do makes it move on, crash, or otherwise.

specs:
Windows 10 LTSC
Amd Ryzen 7 3700x 8-core 3.60 ghz
RX580
32gbs ram
