Unable to use Japanese Keyboard?

I recently got Initial D Extreme Stage, and I need to input Japanese letters in order to get past the character creation stage. I went to settings and I set both the language and my keyboard to Japanese, yet the keyboard still stayed English. Could I get some help? Did I do something wrong?
