I don't know why, but Plants vs. Zombies works in 10 fps on Mac version RPCS3
All settings default, just one of them enable - Disabale on-disk cache (even without it still 10 fps)

This is normal on M1, yes. Some games will run properly, others not. It's not on pair with the other OS builds yet.
