With RPCS3 v0.0.19-12975-37383f42 Alpha, it goes ingame with good graphics, except an black square shadow around player's car at night. You need to enable Write Color Buffers (WCB) to fix broken car model after crashing.
There's a patch that enables Delta time, making the game run at 1x speed at any FPS (below or above 30 FPS).
This is the first compatibility report that I made with an i9-9900KF.
