I'm thinking of building a gaming pc that can play persona 5 in 4k @60 fps smoothly. what cpu & gpu should I use on a low budget end?

I did some digging & found out that the core i5 9th gen will work as a decent gaming cpu although a bit pricy & the GT 1030 will provide a better performance delivering 45fps on ultra 4k for persona 5. This gpu was even launched for first time gaming-pc builders with high performance. Cool stuff
