Is there anyway yet to use cheat codes on the RPCS3 emulator

No there isn't.
There is no native support yet, someone needs to write it for the emulator or ask the MAME or PCSX2 teams if they can use theirs in RPCS3.
The cheat homebrew pkg files out there install fine but do not run. Artemis runs and you can select what cheats you want, but when you select 'Start Game' the emulator thinks the process is finished and that's it - clears it's memory.
As I've mentioned, the PC program Cheat Engine does work with RPCS3, and that's the closest you'll get for now.
