FPS is shown dipping to mid 40's late in your footage and to 15fps during the free kick. Keeping this in ingame.

about free kick it locked at 15 fps for all pes games

Free kick being at 15fps isn't a big issue since it's only for a few seconds and the game just lets you choose which direction to kick in before it goes back to normal gameplay which runs much faster.
The issue is 45fps being shown in the gameplay later on when you have an 8700k it seems likely that it would be 30fps or less for most people.
