I am planning to get a new Laptop and one of the things I want it to do is be able to run RPCS3 (Specifically Persona 5) well. Would the Dell XPS 9530 i7 (https://www.laptopmag.com/reviews/laptops/dell-xps-15) be able to run it well? What sort of specs are most important for RPCS3? I heard its the processor. Is that true?

All game console emulators are CPU based.
That laptop doesn't have a dedicated GPU, so it's not a good choice for RPCS3. Minimum is an AMD or NVIDIA card with Vulkan support.

I think it has a Nvidia GeForce GTX 1050 GPU 4GB thats a dedicated one right?

Oh right, I thought it was an ultrabook without dGPU as it didn't list GTX 1050 in main specs. Then it's fine.

Have care about GPU temperature in your laptop.
Use a utilility that limit GPU max usage below 60ºC.
EVGA Precision X is a good choice.
