Goes up to 60 fps in KD-11's build, does not work on master for me

Works with rpcs3-v0.0.3-2017-10-08-e8bde583_win64

SPU: ASMJIT Recompiler
Enable SPU Loop Detection

Vulkan
Invalidate cache every frame
Use GPU Texture Scaling
