This game no longer crashes, freezes, and exceeds 30fps.

There is a video setting inside the game for 60fps. No need to change or even create a custom config.
Since the game internally has the option for 60fps with it's own warning of expect slowdown.
What would qualify this game for playable? 30 lock or 60?

If it runs at at least 30fps the whole way through then it should still be OK for being Playable, though you need to give the required screenshots, log etc
