Making an emu is quite difficult.as blackdaemon said one of the requirements is to have a testing console but the ps3 and the xbox 360 costs too much so...why pay twice for the same thing?You have to look at the financial way.Also time is the most important(after knowledge of course).Let's just say that we mere humans can't comprehend fully the difficulty of creating such things

With the same price I ment that you need a videoconsole for playing games and the other one for debbugging.With the mere humans thing:I was just making it sound more strange

Of course it's HLE-based. Just can't imagine, which resources would be required for LLE-based emu.
