I am using the college football revamped mod and want to know if it is possible to connect to PSN here or the internet in some way to download TeamBuilder Teams.

No, PSN connectivity is not implemented (if it ever will be)

It's one of the most intensive playable games at the moment (tested on a 9900k so I'm not sure if it even should be playable) so you would need the high end of recommended specs (6c12t on either newer Ryzen or Intel)
