Im getting 10-15 fps on every game i test RPCS3 on in OpenGL mode because my GPU does not support Vulkan (AMD Radeon HD6990). I got a Core i5 3470 and 12 GB of ram running windows 10. I used the default settings. Do you guys have any suggestions besides upgrade my graphics card?

Install a Linux distribution (e.g. Manjaro Linux) so you can use multithreaded OpenGL

honestly,  with  that cpu  you will not have good perf  with any game vulkan or not...
i'm sorry but for me  the only thing you can do is to make a news PC...
