Edit: i had a little free time and tested a bunch of versions. It seems version "rpcs3-v0.0.6-8332-b6cfa5c9_win64" is without any issue.
So what i did is that i downloaded that for Top Spin 4 and use the latest builds for other games. I think it's better for you to do the same and call it a day.

no, it is an very old regression, almost 11 months. kd11 was informed of this regression several months ago on github and he was even supplied an RSX capture..but he ignored the report. only he can tell you why he ignores such regressions. maybe someone who he likes can kindly inform him again, maybe he will listen
I have good news for you. Thanks to rpcs3 reddit, i found a solution. You should enable Write Color Buffers at GPU tab and also Force CPU blit emulation at Debug tab. It fixes the problem completely.
