while using rpcs3 to play my cpu starts overheating to 80 c even though it has less than 20% usage,
i dont have this problem playing non emulated games even if theyre very heavy and demanding.
i play with aegis 3 8th ( core i7-8700, gtx 1060, 16 gb ram,......)
Seems like an issue with your cooling, hardware issues are hardware's fault, RPCS3 can't magically generate heat, if your CPU is pinned and your cooler is badly setup then your CPU will overheat past safe temperatures
Also, no way in hell RPCS3 will only use 20% CPU

youre right. it uses 30%( isaid 20 not counting other processes which are many)
name any game, i assure you the same thing wont happen.
if i dont quit after a minute the temperature rises to 90.(which never happens even at 100% usage).

You have serious problems in your cooling then. That temperature is way higher than it should be.
