Ingame. Game runs much slower than the fps shows. Feels like it's running ~10 fps

Is the game playable regardless of its fps "No lag"?
Another question. Why is the game brightness dark?

US version Playable

I did try it with Vulken and it didn't pass the menu !
So i try OpenGL and it did work but a lot of lag
The configuration is default
the FPS while playing is at least 30FPS +
