On PS3 this game downsample from 4k to 1080p, is it running at that resolution on rpcs3 too?

Not the exact same version, but it should do this with yours too. Looks like there was a regression with OpenGL and Vulkan. I don't advise using DX12 though, I would just go back to an older build for now.
