You say this, but there's quite a few times where the FPS drops below 20 in the video you posted...
Did you play through the entire game?
Still has insufficient performance, and you're already using a 3900X

I just beat and finished the full campaign.

Game is Unstable. At Least one freeze per mission. If you pause for too long the game will freeze for sure. But if you walk away after immediately after starting a mission and not doing anything to progress the mission you can do whatever you want. Like eat dinner go to the bathroom. Just do not pause the game.

The settings I needed to get it to work are Legacy Shader mode in the GPU tab. And relaxed zcull also in the GPU tab.
*Note: I personally use driver wake up delay set to 200. Your experience may vary.

When the game freezes and you close the game window RPCS3 will complain about a thread taking to long to respond every single time. That's okay. Just let it crash. And restart the emulator and the game.

Someday soon the game might be playable but that's not today.
Just doing a follow up on this. As of now, this game is still not playable, but it is getting there. The campaign you can drop to the single digit FPS.  This tends to happen when you come to a scripted event.
At least this has been my experience. After each event, the game eventually kicks back up to speed.

update. While playing around on the MP maps, I noticed the sound was off. I would hear gun shots coming from one direction, but they were in fact coming from another.
The texture glitches didn't pop up once while testing, but I got a hard crash, after 3 minutes of playing with bots.. I'm still in awe with this emulator. I never would have thought I'd see this level of emulation. Just wow!

This is exciting, to see this come together. Many props to the devs.
This may be considered playable for campaign. Maybe????
The campaign seems to play great on my i7-8700k, with Default settings and using Vulkan as the GPU. No other special setting used.. average 50-60fps
The scripted events that used to shut the emulator down to the single digits, has been VASTLY improved as well.
They aren't perfect. I average 20fps during the scripted evens now, but the game play is smooth.
The online has taken a major FPS hit for me, but the terrible texture issues are much less.
