Dead Rising 2 attempts to go to the title screen and loads the copyright text for the game, but then stops.

I followed the recommended settings in the wiki.
It makes it in game, however the framerate is consistently around 18-22 fps. There are moments where it gets close to 30 fps, but those are mainly in cutscenes or really quiet areas.
There was some graphical glitches when the tutorial windows showed up, but I wasn't able to capture that.
