Same problem here.
I think that this problem is related with the recent nVidia display driver 436.02, 436.15 update.
I was sure that before I updated the display driver, Top Spin 4 didn't crash in Vulkan mode.
So I did a little experiment to rollback the display driver to version 431.60, and guess what?
The crash with Vulkan mode is gone and the game works again.
I'm not sure whether this is due to a faulty nVidia display driver or a problem that RPCS3 may have.
I really wish for a fix to come out soon!!
I don't know it's a bug or what but when vsync is enabled the game starts playing in slow-mo even if the fps are 59-60 (vulkan)
Works like a charm!, just practice court is glitchy with the screen almost 100% white and opponents faces have some issues.
The only issue I see is player's faces looking like a mesh surface during cutscenes.
I play this game on rpcs3 every day, it is just phenomenal! I actually like playing it way more on my pc than on a real ps3.

That fix worked immediately, thanks! (GPU setting: Read Color Buffers: On).
Top Spin 4 does not work with the latest update. It hangs on 'compiling shaders'. It last worked for me '59 days ago', so not sure when it stopped working.
