You can probably get it somewhat working if you have some knowledge.
My suggestions:
- Use the DirectX 12 renderer, it's usually more accurate. Don't forget to select your graphics card as the DX12 adapter.
- Use the PPU Interpreter 2, it's basically same as PPU Interpreter 1, except a lot faster.
- Check if the game can run at such at the resolution you selected (720x480) using a .SFO editor.
- LLE cellFont, cellSre and cellSpursJq.
