check file black deamon you have disable cellpamf
I try to use the Darkriot's version . Now i getting 200 fps in intro and 60 in menu(Sonic CD).. but game not start it stuck to 140 fps
and i dowonloaded the black deamon's about cellpamf about a few posts ago, but nothing is changed

It should, gopalsr83 pulled the master branch so he's branch is almost same as master, except one commit behind, which isn't anything major.

Hmm seems broken for me....
It depends tho sometimes emulator doesn't run correctly fps drops but opening another app on pc and going back to the emu fixes but i'm not sure what causes it. Games are hella fast but this issue needs to be fixed also need a version so my sonic doesn't black screen after hitting new game.
